HRMS for Jharkhand, Chhattisgarh and Madhya Pradesh — Field Staff, Shifts and Remote Sites
Mines, plants, construction and contract workforces in Jharkhand, Chhattisgarh and MP need attendance that works without a gate machine, night shifts that count correctly and state-specific deductions. A practical guide.
HR for Central India's Industrial Belt
Ranchi, Jamshedpur, Dhanbad and Bokaro; Raipur, Bhilai, Korba and Bilaspur; Indore, Bhopal, Jabalpur and Gwalior — the work here is mines, steel and power plants, cement, construction, logistics and the contractors around them. HR in this belt has three hard problems: remote sites, round-the-clock shifts and contract labour.
1. Attendance at sites with no machine
A biometric device needs power, network and someone to maintain it. Most sites have none of these reliably. What works:
- Phone punch with GPS at an allowed location (a geofence around the site)
- Offline punches stored on the phone and sent when the network returns, with the original time kept
- A supervisor's register for workers without smartphones, entered the same day and logged
HRPM's Android app handles the first two today (location check and punches saved offline); the firm chooses which punch methods each team may use.
2. Night shifts that cross midnight
A shift from 10 PM to 6 AM belongs to one work day, not two. Many systems split it, mark the worker absent on one day and pay overtime on the other. The rule should be: a punch belongs to the shift it started in, and "today" for the worker is decided by the shift end. HRPM counts attendance this way and shows both the calendar date and the work date clearly.
Overtime under the new OSH Code needs the worker's consent and is paid at twice the ordinary rate — the system must know each person's schedule to find it.
3. Contract labour
Principal employers remain responsible if a contractor does not pay PF, ESI or minimum wage. Keep contractor staff in the same HR system, tagged by contractor, so you can see their attendance and check the contractor's wage sheet against it.
State deductions differ — don't copy another state's payroll
| State | Professional tax | Labour welfare fund |
|---|---|---|
| Jharkhand | Yes, on annual income slabs (nil up to Rs 3 lakh) | No active fund contribution |
| Madhya Pradesh | Yes, monthly slabs (commonly nil up to Rs 18,750 a month, top Rs 208) | Yes — check the MP board's half-yearly rate |
| Chhattisgarh | Published sources disagree — confirm with the state commercial tax department | Check with the state board |
Payroll aggregator sites disagree on several of these slabs, so we recommend checking the state portal once a year and keeping the slab in your software as a setting the firm can change — never hard-coded.
4. Labour codes, 21 November 2025
- Minimum wage now applies to all employment
- "Wages" must be at least 50% of total pay, which raises the PF, ESI and gratuity base for many contractors
- Fixed-term employees get gratuity after one year
What to ask an HR software vendor
- Can a supervisor record attendance for workers without phones, with a log of who entered it?
- Does a night shift stay one work day?
- Can each site have its own schedule, holidays and rules?
- Does it work when the network drops?
- Can we change PT slabs ourselves when the state changes them?
If the answer to any of these is "custom development", keep looking.
